THRIVE Framework
Implementing the THRIVE Framework for system change (Wolpert et al 2019) in Greater Manchester
The THRIVE Framework for system change enables system transformation that supports the redesign of Greater Manchester’s mental health system. THRIVE supports services to become accessible, responsive to current need, and flexible. The framework moves away from the restrictive tiered model of mental health care.
Working with the Greater Manchester workforce, children, young people and families, and all other stakeholders, we aim to improve mental health support and provision across Greater Manchester regardless of the need.
The THRIVE Framework for system change includes the following set of principles:
- Common language. It provides a shared language which everyone can understand regardless of agency, especially for adults, children and young people and their families.
- Needs led rather than diagnostic. This allows us to support children and young people, adults and their families regardless of diagnosis as we can focus on their needs.
- Shared decision- making is at the heart of the THRIVE Framework for system change.
- Proactive prevention and promotion is everyone’s business. This framework enables us all to come together to ensure that this happens in every service (whether that is Local Authority, Health, Education, Voluntary, Community and Social Enterprise etc.) in every community
- Partnership working. Working together to support and improve mental health is vital and we all have a role to play
- Outcome informed. Shared understanding of what we are trying to achieve and understanding early if it is not working.
- Reducing stigma. We cannot emphasise enough that mental health is everyone’s business and we need to reduce stigma which surrounds mental health.
- Accessibility. The whole THRIVE system needs to be accessible to adults and children and young people and their families.
Children and Young People
The THRIVE Framework for system change began with our children and young people’s mental health system in 2018 with a programme team established.

How is THRIVE being implemented?
Implementing THRIVE requires a shift in culture toward the whole workforce sharing the same values, culture, language and practice standards. We understand that the only way to make this culture shift happen, is to include all services in our work. That’s why we continuously work in partnership with health, education, voluntary, community and social enterprise, , Local Authority, education settings and families and communities.

Arts, culture and mental health
Our dedicated programme (which ended in 2022) created an evaluation framework (to gather evidence on impact), to test and gather evidence of arts interventions in Mental Health Trusts and educate our stakeholders on the benefits of arts and culture on mental wellbeing. Find out more
